미스 미얀마의 쿠데타 반대 호소

국립 양곤대 심리학과에 재학중인 미스 미얀마가 군부의 공격에서 시민들을 구해달라고 국제사회에 호소했다.

 

 

타이에서 열린 미스 그랜드 인터내셔널에 참가한 대학생 ‘한 레이’는 인스타그램에 올린 사진에 자유, 평화를 희귀하는 미얀마인들의 호소를 담았다. 국제사회가 군부의 무력진압에 제동을 걸라는 요청이다.

군부의 강경 대응으로 양곤대 의대생을 비롯한 미얀마 젊은이들의 희생이 계속 증가하고, 쿠데타에 반대하는 북부의 소수 민족들에게 피해가 확산되고 있다.

국내에 이주하거나 체류한 미얀마 젊은이들도 조국의 운명에 분노와 우려를 표하고 있다.

 

“미얀마 군부가 나라를 지옥으로 이끌어가고 있어요. 군이 다시 정권을 잡으면 요직마다 낙하산을 내려 보내겠죠. 뒷돈 주고 뇌물 줘야 승진하는 그런 사회로 돌아가는 거예요. 이런 분위기에서 살아왔기 때문에 그렇게는 더 이상 살고 싶지 않아요. 저희는 저항합니다. 저희를 위해서가 아니라 우리 후손을 위해서요.”

미얀마 유학생들은 ‘행동하는 미얀마 청년연대’를 결성하여 조국의 민주주의를 위한 활동을 전개하고 있고, 동남아 국가 이주민들이 참여하는 해외주민운동연대(KOCO)도 미얀마의 쿠대타 반대운동을 지원하고 있다.

장기간 불교사회주의 국가의 정체성이 지배했던 미얀마에서 불교계의 위상이 높지만, 승려들은 쿠데타 이후 제대로 목소리를 내지 못하고 있다. 반면에 한국의 조계종에서 오체투지로 미얀마의 불복종운동을 지지한 사실이 알려지면서 현지에서 호평을 받고 있다고 한다.

다음은 3월 24일 UN 인권이사회(Human Rights Council)가 미얀마사태와 관련해서 밝힌 내용이다.

 

Human Rights Council Renews Mandate of Special Rapporteur on Myanmar

 

The Human Rights Council this morning adopted four texts in which it renewed the mandate of the Special Rapporteur on the situation of human rights in Myanmar for a year

 

On the situation of human rights in Myanmar, the Council decided to extend the mandate of the Special Rapporteur on the situation of human rights in Myanmar for a further period of one year.

 

The Council also requested the United Nations High Commissioner for Human Rights to monitor and assess the overall human rights situation in Myanmar, with a particular focus on accountability regarding alleged violations of international human rights law and international humanitarian law, as well as rule of law and security sector reform since 1 February 2021.

 

Action on Resolution on the Situation of Human Rights in Myanmar

 

In a resolution (A/HRC/46/L.21/Rev.1) on the situation of human rights in Myanmar, adopted without a vote, the Council decides to extend the mandate of the Special Rapporteur on the situation of human rights in Myanmar for a further period of one year, requests the Special Rapporteur to present an oral progress report to the Human Rights Council at its forty-seventh and forty-eighth sessions and to submit a written report to the Third Committee of the General Assembly at its seventy-sixth session

 

and to the Council at its forty-ninth session, each to be followed by an interactive dialogue, in accordance with its annual programme of work, and invites the Special Rapporteur to continue to monitor the situation of human rights and to measure progress in the implementation of recommendations.

 

The Council recommends that the General Assembly submit the report of the Special Rapporteur to the relevant United Nations bodies for their consideration and appropriate action, taking into account the relevant conclusions and recommendations. 

 

The Council also requests the Special Rapporteur, supported by additional human rights experts, to assess the situation of human rights since 1 February 2021 and to monitor the implementation of the present resolution, including by seeking an urgent visit to Myanmar,

 

and to provide an oral update in his interactive dialogues with the Human Rights Council at its forty-seventh and forty-eighth sessions, and to make recommendations on additional steps necessary to address the current crisis. 

The Council further requests the Special Rapporteur to undertake thematic research with a view to monitoring the implementation of the recommendations made by the independent international fact-finding mission on Myanmar, and to provide detailed updates on the issues covered by the mission in its reports and conference room papers. 

 

In addition, the Council requests the United Nations High Commissioner for Human Rights to monitor and assess the overall human rights situation in Myanmar, with a particular focus on accountability regarding alleged violations of international human rights law and international humanitarian law, as well as rule of law and security sector reform since 1 February 2021,

 

with the support of specialist experts and in complementarity to the work of the Independent Investigative Mechanism for Myanmar and the reports of the Special Rapporteur, including in monitoring the implementation of the recommendations made by the independent international fact-finding mission in its reports and conference room papers,

 

and recommendations contained in the reports of the High Commissioner on the situation of human rights of Rohingya Muslims and other minorities in Myanmar, and to provide to the Human Rights Council an oral update at its forty-seventh session,

 

a written update at its forty-eighth session and a comprehensive report at its forty-ninth session, each to be followed by an interactive dialogue.
